Implementation of chapter 7 of the EU-CELAC Action Plan.

The EU-CELAC summits held in Santiago, Chile (2013) and Brussels (2015) included a chapter on gender in their Action Plans 2013-2015 and 2015-2017. This Chapter 7 is specifically oriented to guaranteeing the equality of gender, the protection, enforcement and promotion of the rights of women including, as one of its fundamental pillars, the eradication of all forms of violence which affect them.

Since the creation of the Chapter on gender, however, there have been few activities or measures carried out in this context, while those that have been developed have limited range and little continuity. Given the persistence of violence against women (VAW) and feminicide,2 the Heinrich Böll Foundation intends to propose a new direction for the execution of Chapter 7 of the EU-CELAC Action Plan with this study.

This study arose from the need to confront the lack of implementation of Chapter 7 of the EU-CELAC Action Plan, which has not achieved the expected results as far as VAW is concerned. Given that the two regions, LA and the EU, have binding conventions relating to VAW, the Belém do Pará Convention and the Istanbul Convention, with this document the Heinrich Böll Foundation aims to examine the feasibility, relevance and interest of the participation of MESECVI and GREVIO, mechanisms for the implementation of the mentioned Conventions, in the implementation of Chapter 7.

Implementación del Capítulo 7 del Plan de Acción UE-CELAC.

Las Cumbres UE-CELAC celebradas en Santiago de Chile (2013) y Bruselas (2015) incluyeron un capítulo sobre género en sus Planes de Acción 2013-2015 y 2015-2017. Así, el Capítulo 7 se encuentra específicamente dedicado a garantizar la igualdad de género, la protección, la vigencia y fomento de los derechos de las mujeres, incluyendo como uno de sus ejes, la erradicación de todas las formas de violencia que las afecta.

Desde la creación del Capítulo de género, sin embargo, han sido escasas las actividades o medidas concretas realizadas en este marco, las cuales además han tenido un alcance limitado y poca continuidad. Dada la persistencia de la violencia contra las mujeres (VCM) y el feminicidio,2 la Fundación Heinrich Böll intenta con este estudio proponer una nueva vía para la ejecución del Capítulo 7 del Plan de Acción UE-CELAC.

El presente estudio nace de la necesidad de afrontar la falta de implementación del Capítulo 7 del Plan de Acción UE-CELAC, el cual no ha obtenido por el momento los resultados esperados en lo que a VCM se refiere. Dado que ambas regiones, AL y UE, cuentan con convenciones vinculantes en materia de VCM, la Convención Belém do Pará y el Convenio de Estambul, la Fundación Heinrich Böll propone con este documento examinar la factibilidad, pertinencia e interés de la participación de MESECVI y GREVIO, mecanismos de implementación de las citadas Convenciones, en la implementación del Capítulo 7.
