Recognizing the significance of inequitable gender relations for
women’s vulnerability to climate change, this study analyzes if and how
an adaptation measure involving a relocation program that gives titles
to new public housing to women implemented in response to severe
flooding in the Mexican state of Tabasco in 2007, has contributed to
modifying gender relations and strengthening gender equality.

The multiple crises – the financial crash, hunger, climate change and
resource scarcity – demonstrate emphatically that neoliberal market
globalization cannot fulfill its promises: namely to bring about the
optimal allocation of resources on the entire planet and thus be a
win-win game for all. This also implies the failure of the concept of
sustainability put forward at the 1992 United Nations Conference on
Environment and Development (UNCED) in Rio de Janeiro.

The negotiations for a new political and constitutional dispensation in
South Africa brought a thirty year low-level civil war to an end. It had become clear during
the mid-1980s that the country might descend into a full-scale civil war
unless a peaceful transition to democracy was worked out. The combined
pressure of internal opposition movements, ungovernable black townships,
underground guerilla activities, international solidarity and boycotts,
had convinced the ruling National Party apartheid government that it
would have to resort to negotiations to find a negotiated solution. The
system of racial domination known as ‘apartheid’ had engendered a
guerilla war since the 1960s and the country had become a militarised
fortress .

As Germany’s status as an international player has risen, the image of the citizen in uniform, including in its public presentation, has given way to that of the combatant, and been extended to include the cyber warrior, as can be seen in the USA’s current use of drones as part of its warfare tactics.

Leymah Roberta Gbowee and Ellen Johnson-Sirleaf – both from Liberia – and Tawakkul Karman (Yemen), three outstanding women's rights and peace activists, have been awarded this year's Nobel Peace Prize. They have, for years, campaigned in different ways and in different forms against the exploitation of women, oppression, war and violence, and for women's rights and those of other suppressed people, doing so at times under extreme conditions and at high personal risk.

Germans are responsible for two world wars costing millions of lives – not to mention countless injured, displaced and traumatised people. This was ultimately only possible because, in the decades leading up to these world wars, extreme forms of militarised masculinity called the shots.

Ways must be identified through which men can recognise what benefits they reap if they stop using violence. For they will only support women's interests if they are convinced that there is something in it for them. The question is therefore in what ways other than through violence + control can they experience respect! The slogan must therefore be that only “a weak man finds it necessary to use violence to get what he wants“.

What does “militarised masculinity” mean? How does it affect armed conflicts and post-conflict situations? How can this problem be addressed? These were the core issues of an expert talk held in Berlin this May. Experts, activists and decision-makers from a variety of regions and continents gathered at the invitation of the Gunda Werner Institute in order to analyse the dynamics of violence during and after wars and armed conflicts and in order to test the suitability of the approaches applied in practice to reduce and prevent this type of violence.

Gender roles and images change in times of crises, during and following armed conflicts, and so, too, do gender relations in a conflict-ridden society. The expert talk aimed for an in depth discussion with experts from civil society and public institutions in order to develop strategies to constructively counteract expressions of brutalised masculinities, focussing on examples from the sub-Saharan region.

The security needs of Afghan men and women differ. Whereas men bear the brunt of the direct impacts of conflict, women disproportionately suffer from the indirect effects such as increased levels of domestic violence, decreased access to health care and poverty. Due to this difference in security needs, gender must be taken into account when evaluating the relationship between citizens and the Afghan National Police (ANP).
